Is it on Game Pass?
No. The Sinking City 2 launched without Xbox Game Pass or PC Game Pass availability on any tier — it is a paid purchase on all platforms. The Xbox store listing notes that cloud play still requires buying the game, and there is no Xbox Play Anywhere support at launch.
